How to remove listing activation by user in their alert

How to remove listing activation by user in their alert. As an admin I need to review them and approve. but in here users also can approve them in there dashboard. how to avoid that?

You can remove it in user-items.php located in theme folder.

I can't find it in user-item.php, It should be in user-dashboard.php ?
