Hello,
1- why Maintenance mode not working?
2 -  How can user edit or upload avatar in Profile Edit?
3 - When upload image for new listing, why that image not resize it show a big image?

2) Use profile picture plugin
3) Probably because it should not resize

You have settins in oc-admin > settings > media for image uploads.
