Can I upload a plugin or a theme created by me?

Hi everybody how are you?
Sorry if this is not the place to post, I'm new.
I wanted to know if I develop a theme or a plugin if I can upload it to the market. or if I can offer my services as a developer.
I really liked OSCLASS and I would love to contribute to this great community, since I am developing a project using

Only free products are accepted.
Paid products from 3rd party are not supported on osclasspoint.
