I would recommend following:
- try to disable plugins if it is not caused by one of them
- enable error loging and then look into log file if you are not getting some errors there
- go to t_user table on database and try to manually add new record if it is working

1) it does not come from plugins
2) Error log is not displayed

3) I can't do it. I suck with phpmyadmin
